Background
In December 1997, the Prime Minister released an industry policy statement, Investing for Growth. One of the measures announced was the donation of surplus Australian government computers and information technology (ICT) equipment to schools. This measure is implemented through the current CTFS Project and was the subject of the following letter to all Australian Government Departments and Agencies in March 2004.

Disposal Authority
The disposal of the equipment to the CTFS Project is by s.43 of the Financial Management and Accountability Act 1998 that provides Chief Executives with the power to make gifts.

It is essential that the National Project Manager is emailed offers of equipment suitably described in an excel spreadsheet. Details of the specification of the equipment and its condition should be included in the spreadsheet. The spreadsheet is used to communicate offers by email to the various CTFS State and Territory Committees so that the equipment can be distributed effectively to needy schools.
